No, not at all. At least as I read it (and I'm not in the WG or the
SIG), you _must_ begin the XML declaration with lowercase "<?xml"
followed by whitespace.
The productions that you've quoted merely indicated that processing
instructions beginning with the strings "xml", "xmL", "xMl", "xML",
"Xml", "XmL", "XMl", and "XML" are reserved for future use.
