I can't comment on DOM motivation, but my use of XML is to transform text that has been marked up with XML for better pronunciation into text marked up with the commands of a specific speech synthesizer. Having comments in the transformed text that state the intent and techniques of the markup is invaluable in trying to figure why something does not sound right and how to fix it.
