I am trying to create a sequence number based on two fields. the code I have right now is not working

this code
count (distinct-values (preceding::PROCESS_NO))+1
gives me the sequence "1, 2, 3, 4, 5, 6, 7"

However, i want the sequence "1, 2, 3, 1, 2, 3, 4"

Here is an example of the data
