Take out the single quotes from around '$word'.
You're doing substring-before and substring-after of
"'$word'" instead of the value of $word.

Also, the $word variable is created using an XPath expression ending with "/word", but the XML snippet seems to contain "Word" with a capital "w"

This should be a good starting point:

<?xml version='1.0'?>
<xsl:stylesheet version="1.0" xmlns:xsl="http://www.w3.org/1999/XSL/Transform">

<xsl:template match="/">
<html>
<body>
<xsl:for-each select="root/Data">
<xsl:if test="website">
<xsl:value-of select="substring-before(string,Word)"/>
<a href="{website}" target="_blank">
<xsl:value-of select="Word"/>
</a>
<xsl:value-of select="substring-after(string,Word)"/>
<br/>
</xsl:if>
</xsl:for-each>
</body>
</html>
</xsl:template>

</xsl:stylesheet>

You should not define the xsl:variable items using absolute paths, but instead you should place them inside the xsl:for-each, using the current context item to just navigate the final steps. Or just use my code changing the template name...
