XML Schema 1.0 does not support doing that.

XML Schema 1.1, which is on the drawing board now, will.

You could look to a different technology, like using XQuery
or XSLT or Schematron to handle this sort of validation, but
right now the XML Schema 1.0 standard doesn't allow it.

You could try asking your question on the xsd-dev list over at w3.org,
where the people who wrote the standard hang out. But you'll get the
same answer.

XML Schema does not support constraints that involve values across
more than one element.
