How can you add a page break within Stylus Studio. I am creating a PDF report using XSL-FO.

You can't currently do that directly from Publisher; you'll need to change the generated XQuery or XSLT manually adding the required XSL-FO instructions.

Yes, the page layout needs to be managed in the XSL-FO layer.
