How do you add a space between to <xsl:value of> elements?

Basically I am trying to print an address

<fo:block font-size="10pt" font-weight="bold" padding-bottom="0.2in">
<xsl:value-of select="invoice/remit_to/address/city"/>, <xsl:value-of select="invoice/remit_to/address/state"/> <xsl:value-of select="invoice/remit_to/address/postal_code"/>
</fo:block>

I end up with
New York, New York10081

I lose the space between state and zipcode
I tried putting a bloack around state and adding the padding-left attribute. I have tried the whitespace attributes for the block.

Any ideas?
