Mark WhiteSubject: XML Report table borders when there is no data

I am using SS 2007 XML Enterprise, Release 2. If I create a multi-column table with repeating elements, if text is present for the element, then a cell border is drawn. Otherwise no border is drawn for the cell. The table's properties are the default. I have tried setting table, cell, column Cell Borders and so far nothing has worked.

Prior to Release 2, I was able to do this by setting the table's border in the XSLT WYSIWG.

How do I do this?
