I am new to XQuery so bear with me...
While XML and XSL is easily applied and viewed through my Internet Explorer (IE), I cannot seem to get XQuery files to generate the meaningful output to be viewed through IE. When I view it in Stylus it previews in IE correctly, when pulled up through IE directly it does not

Unfortunately IE doesn't know how to run XQuery.
IE uses a component called MSXML that supports only XSLT 1.0.

How would one generate the XML programmatically using XQuery then through VB for instance?

For VB.NET you have the option to use Saxon
http://www.saxonica.com/documentation/index/installationdotnet.html

I am not aware of any XQuery COM component.
