Would you elaborate a bit about what you need to do?

Do you need to create an HTML presentation displaying data available in an
XML document? Do you need to extract information in some kind of format
starting from an XML document? What kind of format?

I need to have a program read from a XML file and parse the data into a text file format.
Is it posssible here?

That's usually accomplished creating an XSLT script.
For example, suppose you have a simple document of this kind:
<books>
<book bookid="1" pubdate="03/01/2002">
<title>Java Web Services</title>
<authors>
<author>David A. Chappel</author>
<author>Tyler Jewell</author>
</authors>
<subject>Web Services</subject>
</book>
<book bookid="2" pubdate="01/01/2000">
<title>Java Message Service</title>
<authors>
<author>David A. Chappel</author>
</authors>
<subject>Java Message Service (JMS)</subject>
</book>
</books>

You can convert it to some text format writing a stylesheet of this kind:
<?xml version="1.0"?>
<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform">
<xsl:output method="text"/>
<xsl:template match="book">
<xsl:value-of select="title"/>, by
<xsl:for-each select="authors/author">
<xsl:value-of select="."/>,
</xsl:for-each>&#xD;&#xA;
</xsl:template>
</xsl:stylesheet>

Of course you can modify the output result the way you prefer by modifying
the stylesheet example.
To test it in Stylus, just create a new "XSLT: Text Editor" document, when
prompted, point the stylesheet to use the books.xml document part of the
Stylus Studio examples (usually installed in c:\Program
Files\SonicSoftware\Stylus Studio\examples\query\books.xml), copy and paste
the stylesheet described above in the text editor window, and run the
stylesheet.

You can also set breakpoints and execute the transformation step-by-step to
see how it works.

What do you mean by acquire?
When you have it what you have to do with it?

XSTL is a good idea. But it is a program completely new to me
which I have to start from scratch. For time saving purpose,
I need to have a ready to use application which can simply
do the job(convert XML to text file) for me. Then I will have
my visual basic program read that text file and get the data
out from that text file.
(The request is to get some data from a XML file, those data are
in numeric format)

As Ivan and my example mention, you can use XSLT to convert XML into text.
But after reading what you are trying to do, I start thinking that going
through an XML to text transformation is a pretty useless operation; you
could easily create a DOM representation of the XML document in your VB
script, and get the data you need from the XML DOM directly.
