I want to construct the following:

{A HREF="javascript:goToSchiller09('1','Ex1')">Exercise 1: Identify Shifts and Changes in Production{/A}

(the braces should be greater than and less than symbols. The 1, Ex1, and Exercise 1... are pulled from different elements in an xml document (a chapter number of a chapter element), and page-title child element of a page element and an exercise-type attribute of the page element.

The following template just gets an html document with the > and <. A browser translates those into the relevant symbol rather than constructing the href I want above.

Any help appreciated!

Just add the disable-output-escaping="yes" attribute to your {xsl:text}
elements; that should make it.
