I do this by having the xsl create a separate html file with the HTML I
need to be inserted and then use an include statement in the main HTML
file. This requires that you be able to run .asp or .jsp pages.

Xsl output as file.htm:

<p><h1>Hello World</h1></p>

Original html file....

    <!-- include file="file.htm" -->
