If you are using an XSLT 1.0 implementation,

<xsl:if test="string(DESCRIPTION)">

string() will return false if DESCRIPTION has an empty string value. If you
want a whitespace-only DESCRIPTION to also be considered empty, use
normalize-space(DESCRIPTION) instead.
