DESIGINING styleshets that act like asp/jsp includes

Can someone suggest a design technique where you use a master stylesheet,
which at certain points references other stylesheets so that they act like
includes as in asp/jsp.  I know of the <xsl:import> and <xsl:include> tags,
but I am interested in methods of setting up and employing such a style
