The FOP architecture is set up to make this easy to add in. At present, the
PDF stuff is separated out from FOP. It would be quite easy to plug in a DVI
alternative. Any volunteers?

Of course, if Sebastian and I get FOP producing TeX, then that is one path
to DVI, but I would have no problem with FOP going straight to DVI itself.
