Is it possible to declare entities without a DTD

After reading the recent discussions about using
XML entities, I was wondering if it is possible
to use them without having to define the DTD
for the document?

I tried declaring them outside of the DTD without
any success, but I don't really want to define
a DTD for the document (just the entities it uses!)
