Note that no where in the paragraph you cite is the
word "Standards" used.   The W3C seems to be
clear about what its role is.  It is the pundits on
the subject that seem to introduce the word
standards.  Before we start the elections, we
should get the proposals edited.  First rule:
 
Conserve nouns.

"The World Wide Web Consortium (W3C) develops interoperable technologies (specifications, guidelines, software, and tools) to lead the Web to its full potential as a forum for information, commerce, communication, and collective understanding."

The W3C is in the business of developing technologies, not legislation. I think that it is fair to say that the W3C has a leadership role on the web, and that its standards are widely used.
