I'm not 100% clear on ISO practice, but I think RELAX is on track to become a Draft Technical Report, not a Standard, at least for the moment. I don't know if Murata Makoto's around to clarify this, or if someone more familiar with ISO could explain how an ISO spec would interact with a W3C spec and preserve the 'STANDARDS!' angle of it.
