Q. You could make a 64 bit version, couldn't you? So then I won't have to download and install the 32 bit version.

Multiple JVMs on the same machine can interfere. For example the Oracle Java Installer copies java.exe into Windows System32 folder and and associates .jar file to java.exe to make possible their execution with a simple double click from Windows Explorer.
The last Java installer wins.
Migrating to 64 bits involves major work and did not fit into X15 R2. I reiterate that this is at the top of our priority and it will come.
