parsing attributes in xslt 2.0

This line of code parses fine in xslt 1.0, but in 2.0 it gives an error...
"Description: F XPath syntax error at char 20 on line 521 in {cs:parse(attributes)}:
Cannot find a matching 1-argument function named {urn:the-xml-files:xslt-csharp}parse()"
<xsl:variable name="dynamic" select="cs:parse(attributes)"/>
Does this have to be revised a special way for xslt 2.0 in order for it to work?

Which XSLT processor are you using?
If you are running on .NET you are out of luck because the Microsoft XSLT processor does *not* support XSLT 2.0
How the cs:parse function is implemented?
