I have created a Java transformation on my development (windows) machine that createa a EDI file from a CSV file. I know want to move the project/transformation over to my production machine (Windows 2003 SMS)

Is a runtime license the only way to do this, what is the process.

Yes you will need run-time licenses in order to deploy your application.
