XSL-FO style sheets for MIL-STD-2361C are available from the LOGSA at
https://www.logsa.army.mil/mil40051/menu.cfm

They are developed using Arbortext styler tools and are geared toward
Arbortext publishing tools. If using something like Antenna House to render to
PDF, the style sheets needs some tweaking (corrections).

This happens to my area of expertise as I manage all DOD style sheets for my
company (we use Antenna House). LOGSA has incorporated some of my work in
their PMCS module.
