Correct, c is not in any namespace. There's various terminology for this; you'll sometimes see it being called the "null namespace". But for some reason, the namespace rec is very insistent that the collection of names-not-having-a-namespace-uri is not itself a namespace, it's just a collection of local names. I've been known to call it the namespace that dare not speak its name.
