Appendix G states:

The following changes have been made to this document since the Recommendation
of 23 January 2007.

(although in fact the third change listed is since the PR).

It's a summary of the most important changes, not a complete list of changes;
it ignores for example the change in terminology for description of namespace
bindings / namespace nodes.

There's a version of the spec with diff markings relative to the 2007
