Then another approach (that does not change width scaling) we did for a wine
list customer was to "squeeze" or "stretch" the line spacing within and
around blocks. Again operating off the areas tree and calculating how much
the page is long or short of target and then apply XSL inserted transform
elements in the serialized area tree to slightly change the location of all
the text elements.

It depends heavily on what is actually on the pages.

If the overflow is normally not too much this worked better for them because
the appearance from page to page of noticeable font differences was
unacceptable, whereas moving all lines by 0.1pt and spacing between paras by
1pt was not.

It is also a one-pass/modify solution.
