BaseX is free and as an XQuery 3.0 implementation it is also an XPath
3.0 implementation.

For the people, who want to use only the XPath 3.0 subset of XQuery
3.0, BaseX could add a confirmation message that a given XQuery is
also an XPath 3.0 instance.

If we find a billionnaire who would support the development of a free
XSLT 3.0 processor, then probably the XSLT vendors would be interested
to participate in such a project.

I am not sure this is realistic, because for many people
"billionnaire" is almost a synonym for "greedy".
