I cannot think of a way to do this using standard facilities.


Some vendors offer the ability to work with an intermediate format after formatting and before rendering. Perhaps if you doubled the height of the body region when generating your XSL-FO and then manipulate the resulting intermediate pages so that one page of content is split over two pages to be rendered, then you might get what you want.
