I have shown you two ways to solve the stated problem.  Automatically also
solving the unstated problem is, you know, somewhat harder, and while
producing complete, working stylesheets is one of the things that I do, it
isn't what I set out to do here.  I was trying to help you past your
immediate problem so you could complete your stylesheet on your own.

I suggest that you use xsl:key and key() to get between your <topicref<
and your <concept>.

I suggest that you post a short but complete example of what you have,
what you want, and what you have in your current stylesheet and see if
