It currently returns a 404...

The latest published draft is at

http://www.w3.org/TR/xslt-21/

The renumbering to 3.0 will take effect next time we publish.

At present the XSLT spec isn't being published in sync with XQuery and joint specs. Whether we'll get them re-synchronized for a final publication is an open question.
