What do you think, if the XSLT processor supports XML version 1.1 and allows you to set it to use that version, should codepoints-to-string(1) work?

I think the specifications leave this implementation-defined. They say that it's implementation-defined whether XML 1.0 or XML 1.1 is supported, and they don't require that the same version is supported by every function/interface that depends on the distinction.
