of looking up 
local DTD from secondary documents in XSLT 2.0 stylesheet using
catalog.xml has

not off the top of my
head (I hardly ever use catalogs myself:-) but it should

implies the uri resolver gets used for document()

however the tag
soup doc

http://home.ccil.org/~cowan/XML/tagsoup/

implies you could specify
a local uri to the dtd directly rather than using the 
w3c one and then
needing a catalog.
