I would like to test to see if there exists an UPDAT_TIME on any cashflow that is greater than the UPDAT_TIME on the containing leg.

Do you use XSLT 2.0 or 1.0? 2.0 can do dateTime comparison (although you need to replace your format first from
2010-05-07 14:00:02
to
2010-05-07T14:00:02
