basic-link show-destination="new"

I'm using fop .95 and creating a basic link in the resulting pdf. The link
works but always opens in the active window. I create the following link -

external-destination="http://fal-devvmdash1:55013/Views/PassThru.aspx?043Pmhb
%26r%29M%20w-*3*R095" show-destination="new">894041</fo:basic-link>

In looking at the fop documentation this seems to have been added but fails in
my pdf.

If anyone can see what I'm doing wrong or has some work around it would be
greatly appreciated.
