I'm not sure <xsl:copy-of> is really the right way to do this, but
surely you need the namespaces to match, no?

In your XML:
    xmlns:SOAP="http://schemas.xmlsoap.org/soap/envelope/"
In your XSLT:
    xmlns:SOAP="http://www.w3.org/2003/05/soap-envelope"
