What do match=@*[....] and match=*[....] mean?

 What do  match=@*[....]   and match=*[....]   mean?
I see occasionally templates with a matching criteria similar to

<xsl:template match="@*[.....]"/>

and

<xsl:template match="*[.....]"/>

What is the meaning of them?

Can they be used WITHOUT the appended brackets [...]?
