file at this point selects all the file elements, and so this loads all
the files.


what I think you want to do is just 

<xsl:apply-templates select="file">

and have

<xsl:template
match="file[document(.)/xh:html/xh:head/xh:link/attribute::rel[contains(.,'stylesheet')]]">
   <xsl:apply-templates select="." mode="neuerTest"/>
</xsl:template>
