No it would give you the element in position zero, but as there is never
anything in the zeroth position it will alwys return the empty nodeset.

My typing is pretty bad but I didn't type a 0, I typed a 6.

But there was an error in my code
project_staff_roles/project_staff[generate-id()=generate-id(key('p',@staff_id)[6])"
should be
project_staff_roles/project_staff_role[generate-id()=generate-id(key('p',@staff_id)[6])"
