 you could just commented out the doctype then this directory wouldn't
 be needed at all and things might be noticably faster, even reading off
 the local filesystem reading the dtd takes time.

You are generating xhtml, so that namespace declaration is needed.
(Actually if you specified the doctype for xhtml it isn't strictly
necessary to include the namespace declartion (as the dtd will default
it) but the namespaces rec strongly recommends that you do not rely on
DTD defaulting.

use exclude-result-prefixes="xhtml" on xsl:stylesheet.
