I'm curious: why?  Normally the XSLT standard is pretty standoffish about
parsing (and serialization), and leaves such matters to the XML parser. 
Provided that the XSLT processor can be given a DOM tree as input, and can
give a DOM tree as output, why would it care that the source document uses
namespaces or not?
