RE: XSL-FO - border straying where it is not wanted

Correct. If I put the border on the block then it extends across the entire
page regardless of the length of the title - which is not the desired
outcome.

Have you tried setting the border on the block instead of on the inline?
 Is the problem with that the border is too long when the title is short?
