The XSLT engine is conformant, but I don't believe the XML parser is, which should not be removing white space by default. But it's hard to pin it down exactly, as if there were a pipeline with a conformant parser that preserved the space, a filter that removed it and an xslt engine that saw the source tree with no spaces, then presumably that is conformant and from the outside its behaviour is the same as if the parser were removing spaces by default....
