  That would copy the child dap:* and all their descendants.

  That would copy the child text nodes.  I guess you just want:

    <xsl:template match="dap:*">
       <xsl:copy>
          <xsl:apply-templates/>
       </xsl:copy>
    </xsl:template>

    <xsl:template match="*">
       <xsl:apply-templates select="*"/>
    </xsl:template>
