Are you sure that piece of software and that output device are capable of rendering Hebrew characters correctly? Because it's very likely that the XSLT output is correct, but can't be displayed the way you are trying to display it. If you want to avoid such problems, one way is to use <xsl:output encoding="iso-8859-1"/> which will force Hebrew characters to be output as numeric character references, similar to the way they appeared in your input.
