Your stylesheet (as posted) is generating unprefixed element names, so
only the default namespace has any effect.

Your posted result was showing preixed names in the output, which means
it's pretty odd behaviour by your processor.

If you don't want to use the default namespace just use a prefix, the
coding is the same, but with a prefix.

If you don't want output to be in that namespace, then you
can use xslt2's xsl:namespace, or just place an attribute at the top
level:

       xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
       xmlns:dap="http://xml.opendap.org/ns/DAP/3.2#"

         <xsl:element name="output">
              <xsl:attribute name="x:foo" namespace="{/dap:Dataset/@base}/att#"/>

	 </xsl:element>

        <xsl:element name="x:{@name}"

If the extra x;foo="" isn't acceptable then use yur processrs x:node-set
extension to remove it at the end.
