Problem.

I want to number the 'blocks' as in 'legal' format
1.1
1.1.1 etc.

Something is wrong with the named template 'number'
I'm looking for the set of preceding-siblings
between '.' and the preceding-sibling::title with
one higher level (@role).

The theory is that recursing on that will
enumerate the the 'block' appropriately.

Any suggestions please.
