My impression was that the goal was to correctly execute valid XSLT 1.0
stylesheets, and a non-goal to specify anything about invalid XSLT 1.0
stylesheets.

That's because it *is* allowed. When you use an XSLT 2.0 processor, you can
use XSLT 2.0 syntax, even if your stylesheet specifies version="1.0".
