The original question was about invoking a transform via the Java API so we have to live with the long-standing bug in the Java runtime that causes file: URL's to be 'normalised' to "file:/path". This form will work in Java even if it is incorrect and likely to cause problems if the string is passed to something that expects URLs that conform to the specification.
