I would define (declare?) it on your stylesheet element:

<xsl:stylesheet
    xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
    version="2.0"
    xmlns:nsprefix="foo">

It can go in several other places, but there's probably the standard place.
