I don't think the "range" or encoding is the problem, but rather the
browser used to access gmail or the Google mail servers.  AFAIK all
browsers cheat on character entities (IE has some glyphs it shouldn't,
FireFox has look-up tables to mimmic an XHTML 1.1 type for which there
is no official character set) in the interest of rendering speed and
some web servers are not set up to handle any but the simple MIME types
for the same reason - speed.

1 If the user can, try a different browser
2 If transmitting XML (or an XSLT) use a DOCTYPE to embed out of range
characters as entities, making sure that the browser used does not
substitute the entity before transmission.  Truly a pain in the neck,
but at least people can hear you.
3 If the mail servers are using XML formats then sometimes they can
freak out when they try to parse "foreign" XML.  Using a text (only)
word processor (vi, notepad.exe, etc.) do a global search and replace
for the the ambersand->&amp;, less than sign->&lt;, the greater than
sign->&gt; (in that order- ambersand first).  Although the file might
look ugly going out when the entities are converted it will be readable
again.
4 Take a picture (screen shot) of the damn thing and link to it.
5 Zip it and send it to me, but first assure your user that this is one
nasty bit of subject matter, even for brightest people ...
