I am not sure you are asking the right question

Ruby on Rails is a web platform to interface with relational databases.
Drupal is a web content managment platform.

Are you just looking for a hyped platform that does XSLT?
Or do you have a specific project, thus requirement in mind?

Though the hype is a bit over, you might be looking for Cocoon
